Build Identifier: I20101208-1300

After Downloading and installing: 
installer_r08-windows.exe from http://developer.android.com/sdk/index.html
Eclipse Classic 3.6.1 for 32-bit from http://www.eclipse.org/downloads/

and ther actions to install Eclipse and Android SDK 1st time
Help > Install New Software...
https://dl-ssl.google.com/android/eclipse/
Window > Preferences... 
C:\Program Files (x86)\Android\android-sdk-windows

Problem:
Start Eclipse SDK
1st Select Menu - 
Window > Android SDK and AVD Manager 
the following Message appears - 
Location of the Android SDK has not been setup in the preferences

When selecting the menu option again you do not get the error message again. Instead you get the desired Android SDK and AVD Manager dialogue box.

Reproducible: Always

Steps to Reproduce:
1. When I start Java - Eclipse SDK
2. 1st Select Menu -  Window > Android SDK and AVD Manager
