From the search pane of the help view click on the link to change the scope and edit one of the scope sets. The Scope preference dialog will be opened. Now set some values in the local help page and then hit the Restore Defaults button.

Expected result - all radio buttons and checkboxes are reset to a default value.
Actual result - the search all topics radio button and the set of selected topics are unaltered. This bug has been around for several releases.
