Nested Block creation in IBD diagram should not be allowed.

Fixed in r3596:
- Semantic edit policy from Class composite compartment replaced (at runtime with an edit policy provider)
- ViewProvider modified in order to test semantic object type only in case no IElementType is provided (Class_CN from Composite was accepted by IBD view provider).
