We have two types of notifications in Builds. These are "org.eclipse.mylyn.builds.ui.events.PlanStatusChanged" and "org.eclipse.mylyn.builds.ui.events.BuildServiceChanged". We want the latter to show up only in the builds view and the prior to use the notification popup.

Default handler has been specified:
* Build plan events go to the popup notification
* Build service events go to the builds view
