There are at least three problems:

1. Open the help view, create a new search scope and accept the default name. Set that new scope to be the active scope. Note that the help view shows the correct scope name. Close and reopen Eclipse, the default scope shows as being the active search scope.

2. Create a new search scope but do not change the active scope. Exit and restart Eclipse. Click to edit the scopes - the new scope does not show.

3. Create a new search scope, rename it and make it the active scope. Exit and restart Eclipse. Click to edit the scopes, the newly created scope has the default name, not the new name.
