When I create a PBS resource manager and try to run using it, I always receive the eponymous message "Specified resource manager does not have a default queue"

In my PBS template I've tried
#PBS -q @destination@
and set the queue to restricted@eiger170 in the dialog

using:
4.0.5.201011100956

This seems to be an artifact of the communication between proxy and user interface.  It seems to occur if you submit a job too soon after the resource manager has been started.  Usually if you wait 30 seconds and resubmit, it will not recur.

Given that our plans are to eliminate the use of a server proxy in our next release, this issue should automatically disappear.

I am retiring this bug, inasmuch we will be discarding the proxy-PBS RM.
