When I try and add a new Eclipse defect I get a lot of pretty icon and wizard steps.  How do I enable to standard new defect entry process?

It seems to be related to my account and not to browser cookies or some such.

The wizard is used for all non-committer accounts in order to assist reporters in filing bugs against the correct project/component.
