View Report toolbar icon

With BIRT 4.0 build installed on Eclipse Platform 4.1 build (eclipse-SDK-4.1M4-win32.zip), the View Report toolbar icon is not enabled.

Alternative: Bring up the View Report commands from the top-level Run->View Report menu.

I test it on eclipse 3.7 and eclipse 4.1, and it works normally.

It only occurs on the earlier milestone, and eclipse fixed the bug.
