1. After choose a new location for the PDOM index file of a project, the old copy of PDOM is still in the default location.

2. The expected result: the PDOM file for the project has been removed from the old location and now appears in the new location.

The IndexLocationChangeListener is responsible for handling this.  However when a change in the index file location occurs, it sends a IServiceModelEvent.SERVICE_PROVIDER_CHANGED event instead of SERVICE_CONFIGURATION_CHANGED event which IndexLocationChangeListener listens to.

This fails for RDT as well.
