In the Web Page Editor, expensive processing for the design page is done even when the design page is hidden. We may wish to defer processing for the page until it is visible or perhaps even until it first gets focus (which would speed up editor loading if the design page is not initially the selected page, but would, of course, take a little longer to load the design page the first time).
