There is currently only one quickfix for a broken cross reference to a rule.
I'd prefer something like:

Create parser rule ...
Create enum rule ...
Create terminal rule ...
Create terminal fragment ...

where only the valid options for a given context are available, e.g. a missing rule for a rule call in a terminal rule will only provide option 3 and 4.
