For WTP build/tests I tried installing the latest prereqs towards M4, and noticed I could not install (using p2) datatools, apparently since the version of lucene has changed in the platform. (Error pasted below) Hopefully you can just make a very wide range [1.4.0,3.0.0) (to work on multiple streams) ... our you'll have to reship your own version? (If that would even work for your uses). 

I'm sure you'll notice this soon .... but thought I'd alert you. 

I was using
/datatools/downloads/drops/N_DTP_1.9
dtp-sdk-1.9.0M4-201012030500.zip, 
or more exactly, 
dtp-p2repo-1.9.0M4-201012030500.zip

and Platform build I20101130-0900

I'm marking this as "blocking" since we can't move up to latest platform until this is fixed, and this is "last week" before they declare their M4 ... so we need a sanity check we are ok on their near M4 version.
