After adding new local site Eclipse shows that two sites have been added. One of the sites is correct and points to the location where OpenJPA is located and the other one is pointing to location that does not exist.

Steps to reproduce:
1. Help > Software Updates.
2. Choose 'Available Software' tab.
3. Click 'Add site'.
4. Add new local site - two sites are added (screen shot Before close).
5. Close 'Software Updates and Add-ons' window.
6. Reopen Help > Software Updates (screen shot After reopen). Label for site pointing to internet location was changed into 'C:/work6/eclipse/ - metadata'. This is always the same path although there is no such folder on my C drive.
7. If you click 'Refresh' you may see that label for this duplicated site first points to internet location (the same as before closing the window) and then it changes into the path (the same as after reopening) - everything happens before refreshing finishes.

Reproducible: Always for the first time in fresh Eclipse installation.

This does not seem to happen in 3.5.
