Currently, there is no PROCESS_ACTION phase in the initial request. This prevents the event execution and doing fake redraw in the initial request. See related bug 294709, bug 330089 and bug 275457.

As all dependent bugs are fixed there is no need for it anymore. I will close it as WONTFIX.
