Steps to reproduce problem
--------------------------
- Install CCS4.20GA (4.2.0.10017)
- Install XDCtools 3.16.02.32 in same folder as CCS4.20
- Start CCS4.20. XDCtools 3.16.02.32 will be discovered and a restart will be prompted. Restart CCS4.20. Now XDCtools 3.16.02.32 will be available for in CCS4.20
- Create a new SYS/BIOS project using the new project wizard. Double click on the "cfg" script to launch XGCONF.
- SYS/BIOS and IPC do not show up in the XGCONF "Available Packages" view

Verified using XDCtools 3.20.06.80-eng / xdcprod-m80

Reproduced problem as described, then installed xdctools_3_20_06_80_eng.
Opened same project, and verified that SYS/BIOS and IPC now appear in
Available Packages view.
