If you look at the writeup on page scripts here:

and specifically this statement:
in the above diagram it is possible that certain report items OnCreate events will be fired but will not be placed on the current page due to constraints like the keep-together flag. This will result in the OnCreate event only be fired once for the item and its OnPageBreak event being fired on the next page. 

This effectively does not allow a way to show a report group is continuing on a new page. You can put it in the header but not in the table or group header.  To illustrate this issue see the attached report.  Look at the expression for the continued label and notice that when you run it how it does not appear in the first row of the next page of a continued group.

BTW what I meant was to look at the visibility expression on the label.
