We need the following new package/modules for the EVE simulator support with DSP.

ti.catalog.t16.Arctic
ti.catalog.c6000.Arctic
ti.platforms.simArctic

Eventually, the code name Arctic will be replaced with a real part number.

Judah Vang added c6000.Arctic and the platform. It seems that the platform is using t16.T16v200, so I am assuming that there is no need for a separate t16.Arctic module.

I built executables for both the DSP and T16 using the new arctic platforms in the XDCtools 3.20.06.79_eng release. It worked.
