New feature, need save action sorting for enums to be able to be turned off for some but not all enums. This should be something equivalent to the formatter:off ... formatter:on used by the formatter, or possibly an annotation on the enum type.  

PS. if I should have submitted this via a different way, please tell me so I can do it correctly in the future.

Adding special tags to disable sorting is not something we want to add.
