Steps to reproduce:
1. Create new Dynamic Web Project.
2. Right click on the project created in step 3.

The following error is logged in the Error Log:
org.eclipse.core.runtime.CoreException: No property tester contributes a property org.eclipse.jpt.ui.diagrameditor.jpaProjectFacet to type class org.eclipse.core.internal.resources.Project

Note. The error is logged only once. You need to restart the IDE to reproduce it.
