When the PMC is asked to approve an election, there are two radio buttons: Accept and Veto. By default neither is selected. If you click submit without selecting either radio button, the election comes through as a veto. It should either:

 - have an initial radio button selection, OR
 - don't allow to submit until a selection is made

I've made a change that sets the '+1' radio button as the default.

Webmaster, can you push this out at your earliest inconvenience? This is a relatively low priority fix.

That makes sense to me. The 99.9% case is to approve the change, so making that the default reduces clicks (and chance of screw ups) for butter-fingered PMC members ;)
