CDT provides a toolbar button in the Debug view to toggle between source line and instruction stepping mode.  I'll attach a patch to enable this button for the TCF debugger.

Enable Instruction Stepping Mode button

To enable the button, TCFNode is made adaptable to ISteppingModeTarget.
TCFSteppingModeTarget forwards the current stepping mode to a new flag in TCFModel which influences the type of the next step operation.
