ToggleBreakpointAction deletes the breakpoint marker and then removes the breakpoint from the manager.  Doing it this way unfortunately means that the breakpoint's identifying properties are gone (they go away with the marker).  Removing the breakpoint from the breakpoint manager will remove the marker, so there's no need to do it here.
