When I overwrite a read-only file that is not under version control the 
operation fails silently. I thought we said that VCM or Core always takes care 
of providing feedback to the user when Platform UI provides a UI context.

Well, at least it was agreed that they "should" provide feedback.  I believe
Kevin mentioned there was an existing bug report for this?  See bug 30549.
