This applies to the case of using an invisible rectangle as the top level GA which in turn contains a visible rectangle.

It seems that the ICreateContext yields the position relative to
the invisible rectangle whereas the IMoveContext yields the position
relative to the visible rectangle.

Maybe it's not a bug but it is an inconsistency which might confuse
clients the framework.

I reproduced this behavior but now it seems quite reasonable to me.
I just have been confused by my own logic which is not really relevant here.

So please close this bug as invalid.
