When a build plan is waiting or building this is indicated using icon decorators. I think it would make sense if the tooltip described the state in clear text. Users not accustomed to the decorators will soon learn what they mean.

Not sure if that is helpful. I would prefer to show as little redundant information in the tooltip as possible to avoid overloading it. How about adding a UI legend instead?

I see your point. I think it could be implemented alongside bug 333147 though. I can try it out and see whether it makes sense. The code required is pretty much the same as for the mentioned bug.

A UI legend is in place and should be implemented too.
