The catalog files for ITI8148.xdc and ITI8168.xdc have duplicate names for bank 0 and bank 1 of the on-chip memory. OCMC_0 is used twice, bank 1 should be OCMC_1. See package ti.catalog.arm.cortexa8.

closing "ancient" resolved bugs
