Today, it is possible to submit talks to past conferences.  I just submitted a talk to ECon 2009.

I'll use the end_date of the conference to turn off new submissions.  Editing existing submissions will always be allowed (to enable adding slides, etc).

The program committee and organizers (i.e., me, anne, MeetGreen, etc) will need to be able to add submissions for sponsors, lunches, etc, right up to the end of the conference.

I can't think of any reasons to submit things after the event.
