I think xgconf should replace the "other repos" feature with a "All Packages".

We continue to forget to add new modules -- like MemoryProtect -- to the product view and this makes is hard to use via xgconf.

I think Other Repos could be replaced with All Packages (or whatever words we use for cdoc).

fixed in xdctools 3.22.03: Available packages view allows one to open any repo and drag modules from the repo into a configuration.
