Create BDD.
Create Block
Create a child in a Block, e.g. Operation or Constraint Property

Now drag and drop Block element from model explorer to diagram - a new instance of Block will be shown, no its children is displayed. That's fine.
try to drag- and drop child Operation  from model explorer to the just dragged Block- > it's prohibited.

Allow to drag and drop from model explorer child elements of Block
