The TM Discovery component hasn't seen any contribution, maintenance or mailing list question since several releases. The original contributor no longer is an Eclipse committer.

I thus propose removing discovery from the TM 3.3 release, and archiving it.

Removed discovery from Mapfiles, Releng Master Feature, Download pages, update site, Team project sets. Updated the project plan.

Just want to point out that ECF has a generic discovery API [0] that is still actively used and maintained.
