Sapphire build system automatically downloads various packages from eclipse.org that are necessary for the build. The downloads are cached in ${basedir}/downloads. We need ability to share downloads between multiple branches. 

It should be possible to invoke build with an explicitly specified downloads directory, like so:

ant clean-start -Ddownloads=[some-folder]

We can consider this verified. This feature has been extensively used for weeks by everyone on the team.

Forgot to mention... This feature is also in use to reduce disk space usage on Hudson by sharing downloads between different Sapphire jobs.
