I run into a problem during the build for Helios. The plugin org.eclipse.ve should not contain the file plugin.xml. Otherwise, we need to declare singletron. When I commit the modification, I get the following error: 

The server reported an error while performing the "cvs commit" command.
org.eclipse.ve: cvs [commit aborted]: could not open lock file `/cvsroot/tools/org.eclipse.ve/plugins/org.eclipse.ve/,plugin.xml,': Permission denied

the module i want to modify is 
/cvsroot/tools/org.eclipse.ve/plugins/org.eclipse.ve

Hmmm, looks like that directory(and some other subs) have bad permissions.  I've run a job to correct them.
