On build.eclipse.org, if I do for example:
$ wget --no-check-certificate https://hudson.eclipse.org/hudson/job/modisco-integration/ws/buildroot/build.properties

From where I sit, accessing that URL redirects me to a login page.  Have you instructed wget how to login as yourself?

I had forgotten that the workspace was not accessible when not logged in.
I've now set it to readable by "Anonymous".
