If you create a Vex Plugin project, and add an extension point to use an new CSS file to a DocBook DTD, the configuration view, correctly picks this up, but the Document->Styles menu option does not show a list of Styles to apply to the document in the editor.

1. Create a new Vex Plugin Project.
2. Create a new CSS style sheet.
3. Edit the Vex plugin.xml to use the new stylesheet
4. Open a DocBook document.
5. Notice that Document->Styles does not list anything.
