On the proposals site[1] an archive is listed which contains all proposals that has been created. Today I searched the Virgo proposal and saw that it's listed unter "Archived Top-Level Project Proposals". Actually Virgo is part of the rt project and it's not a top level project. I didn't checked it for any other projects.

The proposal record was incomplete. I've fixed it.
