I'm using Eclipse 4.1M3 (this problem has also been reproduced on 3.7M2a).

Create a target definition
Add the Eclipse 3.6.1 IDE as a Directory
Add ECF 3.4 as a Software Site (http://download.eclipse.org/rt/ecf/3.4/site.p2)

You will get an error that org.eclipse.ecf.discovery.ui.3.0.0 requires bundle org.eclipse.core.runtime [3.0.0,4.0.0) but it could not be found.

Investigate for M4.  Could be related to bug 326502 which required changes in the state resolve code.  This wasn't fixed until M3.

I didn't have any luck reproducing this issue earlier in the milestone, even using a copy of the workspace causing the issue.  There have been improvements that may have fix this issue in 3.7 M3 and M4.

Because we are unable to reproduce or determine a cause for this issue, I'm going to close it as WORKSFORME.  Not optimal, but there is no chance of this getting fixed without a more detailed test case.
