I went to add a new project to the Eclipse project CVS repo but got a permission denied error.  I dunno how all the permissions work but much of the Eclipse team has their projects at the root of the CVS repo so we need write access to add new ones etc.

The standard process is for committers to file a bug requesting the creation of a 'top level' directory and specifying what the group access should be.  See bugs: 119277,209877,257135,170919,138806,159119.

sure.  Please craete the following in the Eclipse project CVS repo
    org.eclipse.core.runtime.feature

This should be part of the Eclipse core group. (pretty sure it is called core. perhaps runtime)  is there a list of groups that I can choose from?

Ok, I've created the directory, and set the group to plat-core.

There isn't a public list of groups, and they will be changing as part of the Eclipse project cleanup effort.
