The restart message shows

"You will need to restart the <Product name> for the changes to take effect. Would you like to restart now?"

It should be 

"You will need to restart <Product name> for the changes to take effect. Would you like to restart now?"

The required change is in the UpdateUIPluginResources.properties file, both RestartMessage and OptionalRestartmessage should have the "the" word removed.

Well, I suppose that depends on the product name. For example with the Eclipse SDK the message is currently "You will need to restart the Eclipse SDK for the change to take effect", because the product name is "Eclipse SDK".

Actually I have no idea what you are looking at. I don't see a "the" in our messages today. This was discussed extensively in bug 238795 and the "the" was removed early in development of 3.5. I can't even find a UpdateUIPluginResources.properties file in our code.
