Build Identifier: 3.6.1.R36x_v20100806

The spec says that Bundle.getResource() must be able to return resources that are local to the bundle even if the bundle can't be resolved, yet I see that Equinox returns null in such a case. Felix succeeds for the same  test case.

I have looked into fixing this.  While I could provide a quick fix it would be quite a hack.  I am going to use this bug as an opportunity to clean up some of the management of the bundle files.  Not for M4.
