When submitting a comment or attachment, if the repository cannot be contacted for whatever reason, the user should be prompted with the option to cache the submission locally. Cached submissions should be automatically submitted once the repository is available. Prior to submission, they should still show up in the task editor, but the fact that they are pending should be indicated somehow. An option to send the submission as an email might also be useful in the case that the repository is down.
It's out of the scope of the Mylyn project to provide extensive offline support for task attachment but it would be helpful to support that on an API level. The Mylyn Reviews project has also had a related requirement for creating reviews that need to be attached to unsubmitted tasks.

I have updated the summary slightly to limit the feature request to attachments. There is already support for saving a comment offline. Providing support for saving multiple comments would add complexity and it seems it's a very rare case that someone would want to submit multiple comments rather than updating a saved draft.

Currently this is difficult, because the dialog for attaching a file is modal - including the step for entering a comment, i.e., while writing this comment a user has no access to the workbench. If attaching a file could be "staged" without actually submitting, then the comment can be edited in the non-modal comment editor. I realize that this bug is only for the API level, but if this enhancement is granted, exposing this in the UI maybe isn't too big a step? :)

Having said that, I do agree that it's a little awkard sometimes. Often I start writing a comment in the task editor, and then realize I want to submit a screenshot with it...
