In some cases, a model element does not need to be persisted. It could be transient in nature, for instance used to back a dialog or a wizard. We need to support easily creating model elements that do not have a backing resource or a resource store.

I took the approach of supplying an in-memory resource implementation when a resource is not provided at element creation. This resulted in less complexity than supporting operation completely without a resource.
