When using the releng tools, Copyright, fix copyrights options on XML file.   It will make the XML invalid, and also does not replace existing copyright headers.

In particular, the last bit of an XML declaration statement is replaced, and the rest of the XML file then becomes invalid.  It will also repeat the copyright header on multiple attemepts to fix it.
