Create a new remote resource manager.
For Connection, select 'New...'
Create the new Remote Tools connection information.
In my case it's OpenMPI, and a remote host address also used in an existing connection but i don't think that should matter.
Finish.

The connection does not show up in the Remote Environments View, under "PTP Remote Host"
Shouldn't it?
Actually, it shows up some time later.  E.g. after I restart Eclipse.  or start a resource manager.
I think it should show up as soon as you create it?
Actually yesterday it had even more problems with somewhere I couldn't see it, but now I can't find it.

Fixed in ptp_4_0 and HEAD.
