Unfortunately some of the description that follows is from memory since there is no way to force the UDC wizard to appear at will.

On the first page of the wizard, the "Turn off UDC" radio should cause the Next button to be disabled. After selecting this option it remains possible to click Next and navigate through the remainder of the wizard. This is confusing because it makes the user wonder whether the UDC feature has really been turned off or not.

On the second page there is a checkbox for the user to accept the terms and conditions. Both the Next and Finish buttons should be disabled if this checkbox is left unchecked. However, again it is possible to proceed through the remainder of the wizard without accepting the terms and conditions.

Here are my suggestions regarding how this UI should behave:

1. If at any point the user clicks Cancel, the wizard is dismissed and the UDC feature left in its "latent" state... i.e. the wizard MAY appear again in the future.

2. If the user selects "Turn off UDC" on the first page, then only Finish and Cancel should be enabled. If Finish is clicked, then UDC is turned off permanently, i.e. the wizard will never reappear.

3. If the user selects any other option on the first page, then Finish should be disabled and Next enabled.

4. On the second page, both Next and Finish must be disabled until the user accepts the T&Cs. However it should still be possible to click Cancel here (or Back)

The Usage Data Collector was decommissioned a long time ago. Therefore any
remaining bugs are now being closed as WONTFIX. If this bug is still relevant,
please make a comment and we'll move it to the correct project/component for
further investigation.
