The 'Viewable Module' list is displaying modules which are missing from the package path even when those modules aren't actually viewable.

Viewable modules which are missing should still show up under 'Viewable Modules' as red, but missing modules that don't have views should not show up there.

Consider adding additional information to rov.xml to avoid this scenario.

The issue is that 
    o used modules that can't be found on the package path are displayed in 
      red (good)
    o modules that don't have any ROV support are not displayed (good)
    o used modules not found on the package path _and_ that have no ROV support 
      are also displayed in red (bad, if the user goes to the trouble of 
      removing red items they should be rewarded with additional ROV information)
