Go to PHP Content Assist preferences page.
Tick "Respect case sensitivity" check box.

Start typing in a php file.

Actual:
The applied action takes no effect.
Both upper and lower case items are suggested in Content Assist.

Expected:
Content Assist should respect to the chars of the typed string/word.

I close this issue as "not relevant", because this functionality is intended for constants only, and for them is works just fine.
