Problem occurs for releases prior to STS 2.5.0 -- NPE
and properties failures in Bundlor processing occur in all STS's (but hidden prior to STS 2.5.0).

Fix is to add project preferences to the Eclipse .settings directory and adjust some of the facets on some of the projects.  None of these changes affect a command-line build.
