I'd like to make a small change to our process.

We typically create a new forum for each new project proposal. I'd like
to experiment with using a single forum for all proposals instead. This
will defer the overhead of creating a dedicated forum for a project
until after creation and the overhead of removing a forum when a
proposal is withdrawn.

Can you please create a new forum named eclipse.proposals?

Hey Matt. The newsgroup is there, but the forum doesn't seem to exist. Is it just a matter of waiting, or does some bit need to be flipped?
