Build Identifier: Build state machine has not been initialized.

The error happens when you build the project. When creating a new project the error does not happen. I would not have to rebuild the project several times.

Reproducible: Always

Steps to Reproduce:
1.Create a Java ME project.
2.Create a MIDlet.
3.Convert Java ME project: Right-click on the project / Mobile tools for java / Create Package

Do you in any of your projects have a library that can not be resolved? It looks like the build goes haywire after preverifier fails to resolve a library.
