Fixed in HEAD in PropertiesFileHover.java.

Verified in I20101025-1800.

Verified for 3.7 M3 with I20101025-1800.  

Found issues with : 
  
1) Hover over string without separator (space or semicolon) shows next key and disables hyperlink on it(filed bug 328707)

2) Hover focus ( filed bug 328705)
